Assessment and Monitoring of the Public Procurement System of Armenia

The goal of the project is to foster transparency and accountability in Armenian public procurement and ensure its compliance to best international standards. Through the implementation of this project, there will be assessed the Armenian public procurement system using the Methodology for Assessing Procurement Systems (MAPS) developed by Organization of Economic Development and Cooperation (OECD), monitored its certain aspects, including single sourcing, legislation and, if needed, analyzed procurement of goods, services and works related to COVID-19. Such assessment will help to assess the quality and effectiveness of the public procurement and, based on the strengths and weaknesses identified, to develop strategies and implement reforms aimed at establishing sound legal, regulatory and institutional framework. Advocacy efforts will then be undertaken, based on the findings of the project.
