Whatever happened during the referendum was manifestation of political corruption
Varuzhan Hoktnyan, Executive Director of Transparency International Anticorruption Center (TIAC) was the guest of “Irakan Hayatsk” (Real View) show of H3 television on December 9, 2015. The show addressed oversight of referendum through Electronic Monitoring of the Constitutional Referendum in Armenia project and “Citizen Observer” Initiative with an aim to prevent violations. Whatever happened during the referendum was manifestation of political corruption, when government officials used powers for illegitimate private gain. Respective amendments should be done to RA Law on population register. Certain strict requirements should be set to remove the names of those who left Armenia from the voter lists and institute of electronic documentation should be introduced.
The preliminary analysis of the December 6 referendum was presented
On December 9, 2015 Varuzhan Hoktanyan, Executive Director of Transparency International Anticorruption Center (TIAC) was the guest of a discussion in Media Center. He presented the preliminary analysis of the constitutional referendum based on the data provided by Electronic Monitoring of the Constitutional Referendum in Armenia. The press release of Media Center reads: “The E-Monitoring Program revealed that the data the Central Elections Commission published at 20:00 December 6 do not coincide with the preliminary results registered later.
Summary analysis on voter turnout during constitutional referendum from 8:00a.m. to 11:00a.m.
On the day of constitutional referendum on December 6, 2015 Media Center hosted Varuzhan Hoktnyan, Executive Director of Transparency International Anticorruption Center (TIAC) who presented summary analysis on voter turnout between 8:00 to 11:00 am. Within that period 7-8% turnout was registered according to Central Electoral Commission. Electronic Monitoring of the constitutional referendum in Armenia project enables to present certain timing on the speed of being registered in the journal of records, when the voter registration it is more active, when it is more passive and if the activeness is objective. Risky polling stations are also visible.
Upcoming Referendum: Study of Voter Lists
Varuzhan Hoktanyan, Executive Director of TIAC presented Electronic Monitoring of the Constitutional Referendum in Armenia project during a press conference hosted by Media Center on November 13, 2015. The project is assisted by Open Society Foundations-Armenia.The main goal of the project is to enable the voters to monitor and reduce the scale of possible irregularities before, during and after voting. It is more necessary for monitors and those who are interested to carry out fair elections. Ordinary citizens may also make use of the project.
