What is the expertise of the members of municipality councils contributing to the regional development in Armenia? What has changed after the Velvet revolution? To address these questions, we explore the variation of multidimensional expertise of the council members of the municipalities in the 3 largest cities of Armenia, Yerevan, Gyumri and Vanadzor, for the period 2016 – 2020. To explore the impact of the identified council members’ expertise on outcome measures, we identify municipality level performance indicators in social policies and infrastructure development. These performance measures are used as outcome variables, while council members’ expertise is used as factors driving performance measures.
