A number of civil society organizations have expressed concern over the new mandatory identification requirement on the e-draft platform for public discussion of draft legal acts. 

Stricter identification requirement for submitting comments on draft legal acts may reduce accessibility of public consultations.

The “Akanates” Observation Mission, having reviewed the draft law on making amendments to the Constitutional Law “Electoral Code of the Republic of Armenia,” and  finds that although the draft raises issues of essential importance for the exercise of electoral rights, their resolution requires a more in-depth constitutional, legal, and professional discussion.
