Discussion on Digital Democracy and Public Participation
On 20 May 2026, the OGP Armenia Secretariat within the Prime Minister’s Office of Armenia and IFES held a panel discussion with state institutions and civil society organizations on digital democracy tools and their role in promoting participation and inclusiveness.
The discussion addressed ongoing data policy reforms in Armenia, particularly cybersecurity and data classification, and explored how digital democracy tools can strengthen public participation and support dialogue between state institutions and CSOs.
TIAC Legal Expert Anush Hakobyan also participated in the discussion. In her remarks, she reflected on the key trends identified in the latest CSO Meter assessments regarding civic participation in Armenia and the use of digital tools in public decision-making processes. She addressed the question of whether digitalization is genuinely increasing citizens’ influence on policymaking.
Anush Hakobyan also spoke about the main risks and limitations in the field of digital participation in Armenia, particularly from the perspective of transparency, public trust, and the impact of disinformation.
This initiative is part of the Armenia Democracy and Election Integrity (ADEI) project implemented by IFES with support from the Government of Sweden.
